Teltec Ireland is Forbairt's national research programme in telecommunications with centres at DCU, TCD, UCD, UCC and UL.
Teltec's Video Coding Group is based at the School of Electronic Engineering, DCU and has a mix of faculty staff, postgraduate students and Forbairt staff.
MPEG is a working group of the International Organisation for Standardisation (ISO). Its full title is the snappy ISO/IEC JTC1 SC29 WG11.
MPEG has already produced two very successful standards in the area of audio-visual coding for storage and transmission: MPEG-1 (primarily aimed at CD-ROM applications but common on the Internet too) and MPEG-2 (used mainly in broadcast applications).
MPEG-4 is the third standard in the series and will become an International Standard in November 1999. MPEG-4 addresses the coding of audiovisual objects of various types; not only traditional video and audio frames, but also natural video and audio objects (e.g. a person, a car, etc.) as well as textures, text, two- and 3-D graphics, and synthetic music and sound effects.
The world's largest electronics and telecommunications equipment companies are encouraging this progress toward AV standards, including AT&T, IBM, Toshiba, Sony, Philips, Siemens, Microsoft, Sun Microsystems, NTT, and many more.
