The Vintners' Federation of Ireland (VFI) has called for Government action over the "crippling increase" in insurance costs which, it claims, has led to some publicans having to operate without cover.

Mr Tadhg O'Sullivan, chief executive of the VFI, said "minor adjustments" to the legislature and the insurance industry would solve this crisis.

"The cost of insurance is of major concern to our members and has been identified as one of the greatest impediments to the development of business in Ireland," he said.

"However, the introduction of a number of adjustments to the insurance system would contribute enormously to the reduction in overall costs of insurance by reducing legal fees and eliminating fraudulent and exaggerated claims, particularly public liability claims," said Mr O'Sullivan.

Mr O'Sullivan also called for the introduction of a Book of Quantum, similar to the system that operates in the United Kingdom, which he said would help to alleviate the uncertainty that exists in the current legal system with regard to awarding costs. This would also result in reduced legal costs.

The VFI is also calling for the introduction of a single regulatory authority to monitor and investigate the Insurance Industry.

"An independent regulator is badly needed to ensure that cartel-like activities are prohibited. Some Insurance companies are pricing themselves out of different areas of the market making it impossible for companies in those sectors to get insurance at a reasonable cost.
