Dublin - Millions of children in former communist countries are missing out on their right to a good education, according to a new UNICEF report, writes Andy Pollak, Education Correspondent.
The report finds that spending on education has declined in almost all the former communist countries, with particularly steep falls in Georgia, Azerbaijan and Bulgaria.
It acknowledges that communist education systems were good in several respects - providing free basic education and largely eradicating illiteracy - although they were also rigid and did not encourage creativity.
