MACAU - The Nobel Peace laureate, Mr Jose Ramos Horta, announced plans here yesterday to form a "shadow government" for East Timor this year that would include "people who are presently working for Indonesia," which controls the territory, Lusa reported.
The Portuguese news agency quoted Mr Ramos Horta as saying: "Some people have already been consulted [about inclusion in the shadow, government] and some them have already been designated by Josei Xanana Gusmao," the jailed guerrilla leader.
