Rome - The Italian caretaker Prime Minister, Mr Romano Prodi, has told the President Oscar Luigi Scalfaro he has failed to garner enough support to back a new government. Mr Scalfaro is now expected to call political leaders to a second lightning round of consultations before giving someone else a mandate to form what will be Italy's 56th government since the second World War.
