Fewer than one-third of children in the care of local authorities in Britain and Northern Ireland achieve any qualifications before leaving school at 16.

The figures emerged in statistics compiled by the social services for a recent British government report. The health minister responsible for social care, John Hutton, said: "None of us would accept those standards for our own kids. We should absolutely not accept them for children in care because we have a collective responsibility for them."
