Dubliners had a better chance of winning the Lotto than of getting a taxi, said the Leas-Cathaoirleach.
Mr Liam Cosgrave accused the Government of having no policy on public transport. Week after week, he said, "distraught" people were left waiting hours to get home. Iarnrod Eireann did not recognise what the public needed.
The promised extra DART trains for the weekend had not materialised. "The Minister and the management of Iarnrod Eireann stand condemned for lack of action and have not made any effort in relation to providing the necessary money, which should have been provided to pay the extra overtime to ensure that a late service was available to the public, particularly in the run-up to Christmas and the New Year.
"Do the Minister and the management of Iarnrod Eireann feel that the service is run for their benefit and not for the benefit of the public, who are totally fed up with the present state of affairs? This scandalous situation cannot be allowed to continue," added Mr Cosgrave.
The Minister of State for Public Enterprise, Mr Joe Jacob, said he understood efforts were continuing by Iarnrod Eireann management to extend the DART service.
