The language of the constitutional amendment on voting rights for emigrants should be strengthened and altered, according to the Irish Emigrant Vote Campaign.
The campaign says the constitutional amendment should mandate rather than merely allow emigrants to elect three members to the Seanad. They also said the term non resident citizen" should be replaced by "citizen".
Replying to the Government's proposals to amend the Constitution, the campaign said the proposals should be expanded to include at least some of the principles in Mr Gerry O'Sullivan's 1991 Emigrant Vote Bill.
The Government should also extend a full voting franchise to emigrants to cement the bond between emigrants and their homeland.
