Brussels - France's refusal yesterday to lift a ban on British beef in accordance with an EU directive provoked angry exchanges in Paris, London and Brussels, with the European Commission threatening legal action against France.

The Commissioner for Health and Consumer Protection, Mr David Byrne, warned that the commission would be "obliged" to take legal action.
