THE Fianna Fail spokesman for ecology and urban renewal, Mr Eoin Ryan, expressed disappointment at Mr Quinn's failure to introduce measures to aid the maintenance of buildings of heritage value.

"The failure. of Minister Quinn to mention any measure in the Budget is a blow to the brave efforts of private owners to maintain buildings at their private expense that are part of the national heritage," he said.

"The failure to deliver on the promises made for our built heritage in the Budget added to the continuing failure to bring in promised legislation for the listing and protection of these buildings amounts to a policy of deliberate neglect. The provision of £250,000 for the Irish Landmark Trust, while welcome, is no substitute for the comprehensive measures that are necessary."
