Tizi Ouzou - Berber activists from Algeria's restive Kabylie region said again yesterday they would defy a government ban and march peacefully in Algiers today.

But their planned march seemed doomed to failure for the second month in a row as paramilitary gendarmes mounted roadblocks at the main entrances to the Algerian capital, Algiers.
