Sir, - Walking through Grafton Street the other evening, I saw shops leaving out bags and bundles of rubbish for collection. It was windy and these bundles were coming apart and littering the street in front of everybody's eyes. Do businesses expect the Corporation to clean up whatever mess there is?

We live in probably the dirtiest country in Western Europe. The countryside is as bad as the cities.

A contributing factor is our windy weather. All businesses and householders leaving out rubbish for collection should be required to properly secure it, preferably using solid containers. A trebling in the numbers of litter bins (preferably located outside shops), and a commensurate increase in collection and enforcement staff would also help. This could be financed by a 5p litter levy on plastic bags and on non-refundable drinks bottles and cans sold. - Yours, etc., Roderick Bourke,
