Madam, – Kevin Devitte (Letters, May 6th) suggests that the Taoiseach could reduce the cost of the Seanad by 18 per cent, and save taxpayers well over €1 million per year, by not nominating the final 11 members to the Upper House. However, Bunreacht na hÉireann does not permit this, as Article 18 requires that the Seanad have 60 members, 11 of whom shall be thus nominated. Failure to do so would thus be unconstitutional. – Yours, etc,
