Madam, - Bus Éireann's public relations manager, Mr Cyril McIntyre, is quoted as saying: "We have interpreted the \ 9 per cent figure as an average, and as with every average there will be pluses and minuses".

How exactly has Irish Rail "interpreted" the 9 per cent figure? It has increased yearly bus and rail "short hop" tickets by 22 per cent and monthly bus and rail tickets by 1 per cent. What is the point of a Government limit on fare increases if it can be "interpreted" (or rather ignored)? - Yours,etc.,
