Madam, - Passing through rush- our Dublin traffic last week, I was flabbergasted to see a garda talking animatedly with his mobile phone pressed against his ear, while turning right at a busy junction. Are the supposed enforcers of the rules exempt from obeying them? Whatever happened to leading by example? - Yours, etc,
