Sir, – I live in the Rathfarnham area of Dublin. I recently had the pleasure of minding a small and friendly dog who belongs to a relative. I brought this dog for a sizeable number of walks. It was very pleasant for much of the time.
However, what shocked me was the number of large, aggressive, uncontrolled dogs that accosted us during some of these walks. On several occasions, I had to pick up this small friendly dog, who I was minding, to save him from these aggressive dogs. The owners of these large and aggressive dogs allowed them to charge at him at will while they stood idly by and did nothing. None of these aggressive dogs had muzzles on and some were not even on leads. Surely these owners know well that their dogs behave in this manner.
Clearly the current dog licensing regime is not working. There is no point in giving dog licenses to dog owners who do not care what their dogs do. These dogs are the ones in control rather than the human owners. So, in my view, it would better if these dogs had to apply for an owner licence before they can appear in public with their apathetic owners.
