MEXICO CITY - President Ernesto Zedillo, delivering his second State of the Nation address, condemned political violence by a new left wing rebel force, the EPR, as "terrorism" and pledged to fight it with "the full force of the State".
He declared Mexico's economic "emergency" over and projected economic growth next year of at least 4 per cent.
