Moscow - President Boris Yeltsin yesterday ordered the Russian interior ministry to cut 54,000 troops between now and January next year, his office said. Mr Yeltsin also signed a decree ordering the creation of local militias.

Under the arrangement, the interior ministry's forces will be cut from 250,000 to 120,000 by 2001. The latest order involves soldiers who have reached retirement age or those whose contracts expire soon.
