London - The British government said yesterday that a cabinet minister had been expressing a personal view when she pronounced President Clinton "unfit" to hold office because of the Monica Lewinsky scandal.

The words by the Overseas Development Minister, Ms Clare Short, on a late-night television show, were sharply at odds with the position of the Prime Minister, Mr Blair, who has repeatedly declared his support for Mr Clinton.
