Rangoon - The UN's new human rights envoy met senior members of Burma's junta yesterday, which analysts say is another sign of a political shift taking place there.

Dr Paulo Sergio Pinheiro, a Brazilian academic, flew into Rangoon for the first time early yesterday.

It remained unclear if Dr Pinheiro would be allowed to meet the opposition leader, Aung San Suu Kyi, who has been under house arrest since September. After talks with the Foreign Minister, Mr Win Aung, the special rapporteur went on to see Lieut Gen Khin Nyunt, who has been meeting Aung Suu Kyi in contacts that began last October.
