Athens - Germany and Greece will try to find ways to make Turkey a formal candidate for the European Union at a summit in Finland in December, Chancellor Gerhard Schroeder said yesterday.
But he said after a meeting with Greek Prime Minister Costas Simitis that success would depend both on the EU and Turkey, and implied that Ankara would have to meet conditions.
