BRUSSELS - The European Commission has announced the appointment of a Dutchman, Mr Carlo Trojan, as secretary-general to replace the retiring Sir David Williamson, Patrick Smyth reports.

Mr Trojan has been EU representative on the International Fund for Ireland and was the architect of the special Delors £240 million Northern Ireland peace package. The Commission's new chief fonctionnaire, who speaks Dutch, English, French and German fluently, was born in Italy and is married to a Dane.
