FOLLOWING the story last weekend about hawkers selling illegal cigarettes in Henry Street, a concerned citizen rang The Irish Times Observing the practice during the week he approached a garda outside the GPO and inquired why he wasn't doing something about the illegal activity in full swing around the corner. The garda replied that if they chased the sellers the sellers would run away and if in doing so they knocked down a pedestrian there would be a case against the State. "So that is why we don't run after them.
