The Mid Western Health Board said if there was a settlement "it would be necessary to carefully manage a return to work and a gradual resumption of a wide variety of services in the community and in hospitals".
The board again appealed to relatives to increase the frequency of their visits to family members in hospital, particularly the elderly and mentally ill.
