The Failures `breathtaking'

National Women's Council of Ireland (NWCI) has described as "breathtaking" the extent to which the "monitoring, management structures of the BTSB, NDAB, and the Department of Health" were revealed as inadequate by the tribunal report. Ms Noreen Byrne, the group's chairwoman, welcomed the Government's decision to refer the report to the DPP, saying any other response would have been "unbelievable."
