Kigali - Rwandans yesterday began electing fellow citizens to grassroots courts in an attempt to clear a backlog of trials over the 1994 genocide. From 8.00 a.m., groups of about 10 households got together to select "people of integrity".

After these primaries, those selected became eligible to stand for the 19 judgeships in the court of each "cell", the smallest administrative district in Rwanda.
