Rotherham today finally had their promotion to the Zurich Premiership rubber-stamped after the board of England Rugby Limited unanimously agreed they had met the entry criteria.
The National League One champions, who were denied promotion last season, faced a comprehensive review of their eligibility for the top-flight.
The ERB board met on Thursday but was split over a decision, with the Premier Rugby representatives requesting more information.
However, Premier Rugby met today and after digesting the new information, which included being convinced on the thorny issue of primary tenancy, agreed with the Rugby Football Union to sanction Rotherham's promotion to the top flight.
A statement read: "The Board of England Rugby Ltd have confirmed today they have unanimously agreed that Rotherham rugby club have fully met the entry criteria and are therefore promoted to the Zurich Premiership for season 2003-04.
"The ERL board wish to congratulate Rotherham and wish the club a successful campaign next season."
