Two companies were given leave in the High Court to seek judicial review of a decision by Dun Laoghaire/Rathdown Council to close certain roads near Frascati Shopping Centre, Blackrock. Mr Justice Barr was told yesterday there was no objection to council plans to introduce traffic calming measures on certain roads in the area, but there was concern about a proposal to close George's Avenue and Sydney Terrace/Avoca Place.

Roches Stores Ltd, a tenant at the centre, and Scottish Provident Institution, its owner, had sought declarations that the development obstructs and interferes with a public right of way.
