MINSK - The Prime Minister of Belarus, Mr Mikhail Chigir, has threatened to resign if President Alexander Lukashenko goes ahead with a November 24th referendum to increase his powers, the deputy speaker of parliament said yesterday.

Mr Gennady Karpenko quoted Mr Chigir as saying he would resign unless Mr Lukashenko agreed to a list of conditions.
