The governing body released its transfer records for the week, showing that the 26-year-old moved from Leeds for just £100,000.
That is considerably less than the £500,000 fee originally thought to have lured the midfielder down to east London less than a year after Liverpool valued him at £9 million.
A considerable bonus is believed to have been built into the terms of his contract however should he help the Hammers survive relegation this year.
