Russian President Vladimir Putin said today a negotiated settlement to end the nuclear standoff around North Korea should be accompanied by security guarantees to the isolated Stalinist state.

"Russia believes ensuring the nuclear non-proliferation regime should be accompanied by North Korea receiving guarantees in the sphere of security," he said at a joint news conference with US President George W. Bush after summit talks.
