Brussels - European Commission President Mr Romano Prodi said yesterday that next week's EU summit in Nice, which hopes to agree deep reforms in the way the bloc works, could end in failure. Asked about the chances that the summit would not reach agreement, Mr Prodi told a news conference: "They are not small."

In the countdown to Nice, Mr Prodi has been issuing regular appeals to EU member states to grasp the nettle over reforms.
