The Government's marine accidents policy review group recommends:
Establishment of an independent marine casualty investigation board (MCIB);
New legislation underpinning the board;
Submission of reports within a specific time frame;

Avoidance of public tribunal where possible;
Identification of accident cause without apportioning blame;
Confidentiality of witnesses' evidence;
Legislation to provide for taking blood and/or urine samples from participants in any casualty to determine presence of alcohol or drugs;
Shortening of the seven-year period after which a person lost at sea is presumed dead;
Appointment of a liaison officer to communicate with bereaved families.
