The peace process encouraged many people to return to Ireland, according to Emigrant Advice, which is an agency of the Catholic archdiocese of Dublin.
In addition, emigration was reduced by the ending of the US lottery visas in February, 1995, and by a continuing poor economic climate in England, it says in its annual report.
The agency provides information and advice for people intending to emigrate and is also involved in a project in London to help the most vulnerable Irish people there to develop, skills such as job hunting, interview techniques and confidence building.
