HONG KONG - The Hong Kong governor, Mr Chris Patten, attacked as "unnecessary" and "nebulous" amended proposals by his successor, Mr Tung Chee-hwa, to impose curbs on political parties and street demonstrations after July 1st.
Mr Tung's proposals were changed after a three-week consultation period that, according to his aides, brought in more than 5,500 submissions from the public, roughly half of which were critical of the scheme in some form.
