Monaghan looked doomed when Dessie Mone was sent off for a second yellow card soon after the break but typically Tommy Freeman got them back into it with a class goal immediately afterwards, when he gathered a high ball and blasted it past Stephen Cluxton from an acute angle.
Rory Woods fired them into the lead but Darren Magee levelled matters before feeding Brogan, who in turn set up McManamon for Dublin's second goal.
