HONG KONG - Hong Kong's future government named a reform-minded lawyer as its chief judge yesterday in a decision hailed as strengthening chances of keeping the judiciary independent under Chinese rule. The choice of a distinguished barrister, Mr Andrew Li was announced by the prospective leader, Mr Tung Chee-hwa, whose plan to curb civil liberties has aroused western concern.
