Berlin - The German government, combating an upsurge in racist and anti-Jewish violence, moved yesterday to ban the small National Democratic Party and warned that a failure to act now might risk the rise of a new Adolf Hitler.

The Interior Minister, Mr Otto Schily, speaking after the cabinet backed his proposal to ask the Constitutional Court to ban the far-right NPD, said Germany should have banned the Nazi party when it had the chance and should not wait this time till it was "too late".
