Hanoi - A dissident Buddhist monk went ahead with an attempt to distribute aid to flood victims in Vietnam's Mekong Delta yesterday in defiance of a government ban and the risk of arrest.

Thich Quang Do, deputy leader of the outlawed Unified Buddhist Church of Vietnam (UBCV), left his Ho Chi Minh City monastery to hand out rice and cash in southern An Giang province.
