Malisevo - Yugoslav President, Mr Slobodan Milosevic, has refused to order Serb police to abandon a key position in Kosovo which is frightening ethnic Albanians from returning home, diplomats say. Despite pressure from Western envoys, Milosevic has done nothing to remove heavily-armed Serb police from a makeshift base in Malisevo, once the unofficial capital of territory controlled by Kosovo Liberation Army guerrillas.
The Serb police presence appears to breach a ceasefire deal brokered in mid-October by US envoy Richard Holbrooke, which obliges Belgrade to reduce its forces in Kosovo and remove the obstacles to displaced people going home.
