MEPs would like to see majority voting the rule and unanimity the exception for ministerial meetings, writes Patrick Smyth. They also believe that the Union needs to rework its treaties to create a real constitution, the president of the European Parliament, Ms Nicole Fontaine, told leaders in her pre-summit address. She insisted that the charter of fundamental rights must not simply end up as a political declaration but should be incorporated in binding form in the treaty.
