No non-EU national living in the State will do so legally unless carrying a credit-card-size residency permit with photograph and biometric information

• All foreign nationals illegally in the State will be obliged to leave or will be deported

• Any foreign national illegally here will not be entitled to any benefits or public services except in special emergency circumstances

• Any minister for justice will be able to make legally-binding statements on immigration policy as may be deemed necessary

• There will be a system of residency permits with a variety of classes to suit different categories of immigrant

• A single protection procedure will be established within which all possible grounds for asylum or protection will be judged simultaneously

• Any foreign national wishing to marry will have to give three months' notice and also hold a residency permit or a special entry visa to get married here
