What the European Union leaders agreed at the Tampere summit:
A common system of asylum and immigration: Full commitment to the Geneva Refugee Convention, and other programmes in countries of origin. Commission to draft action programme to refugee definitions and harmonise asylum rules and conditions of reception/rights of refugees;
£200 million refugee fund to spread burden of temporary influxes;
rapid conclusion of work on Eurodac, fingerprinting Convention;
harmonisation of rights of legal immigrants with citizens;
commission urged to bring forward proposals on non-discrimination of racial grounds;
severe sanctions against traffickers in people.
The fight against cross-border crime: Enhanced police co-operation, including joint teams to combat trafficking in people and drugs and terrorism;
new bodies to co-ordinate work of police chiefs and prosecuting authorities, Eurojust, in the latter case;
approximation of member state definitions of serious crimes;
introduction of new obligations on lawyers, accountants and estate agents to inform on clients suspicious cash transactions;
easing of bank secrecy laws for money laundering investigation;
extension of competence of Europol to fight against money laundering.
Judicial Co-operation: Production of "user guides" to member state laws for travellers;
recognition of small claims courts decisions and simplification of access to them for cross-border claims;
moves to provide for automatic extradition of those convicted of crimes in other member states;
mutual recognition of pre-trial orders on evidence and seizure of assets.
A new body: to draft charter of fundamental rights of the EU.
