HARARE - President Laurent Kabila of the Democratic Republic of Congo kept South Africa's President Mandela waiting once too often yesterday.
Mr Mandela, who has defended Mr Kabila repeatedly against Western criticism of his human rights record, waited for over an hour for him to arrive at the Harare hotel in which the Organisation of African Unity (OAU) is holding its annual summit. When Mr Kabila failed to appear President Mandela left.
