Dr Mark Harrold has described the judgment against him by the Employment Appeals Tribunal as a "real blow".
Speaking to The Irish Timesyesterday, he said that the case, hearings for which began in July 2005 and finished in November last year, had been draining.
"I'm hugely disappointed and disillusioned, but it will not stop me fighting for people who are bullied in the workplace."
Dr Harrold, who now runs anti-workplace bullying workshops, is also working as a clinical psychologist with people with learning disabilities. He is employed by the HSE.
Asked whether he would appeal the judgment to the courts, he said "he would love to", but could not afford it. "This has cost me €75,000 of my own money. I have two young children and simply cannot take it further."
The chief executive of St Michael's House, Paul Ledwidge, welcomed the judgment. He said that the allegations made by Dr Harrold had "caused deep upset throughout the organisation".
"This case has absorbed a great deal of our time, energy and expense," he said. "We now look forward to putting it behind us and getting on with our ongoing task of providing top-quality services to our clients and their families."
