Israeli commandos raided an apartment near the West Bank city of Ramallah today, killing a member of the Palestinian security forces and arresting another man, Palestinian security officials said.
The dead man was identified as 25-year-old Ahmed Ghanam. It was not immediately clear how he died, or whether he was on Israel's wanted list.
Israeli tanks, backed by a helicopter, drove into the Ramallah suburb of Beitunia before dawn today and surrounded Ghanam's apartment.
Israel Army Radio said the operation was led by Duvdevan, an elite undercover unit of the Israeli military.
There was no immediate comment by the army. Palestinian legislators, meanwhile, worked on a proposal for sweeping reforms in the Palestinian Authority - in response to Mr Yasser Arafat's statement yesterday that he was open to changes, including preparations for elections.
Under a plan proposed by legislators from Mr Arafat's Fatah movement, municipal and parliamentary elections would be held in the autumn.
A prime minister would be placed in charge of day-to-day government, and several rival branches of the security forces would be merged into one service.
US President George Bush views Mr Arafat's promise as positive but wants "to see action more than words," said White House spokesman Mr Ari Fleischer.
