New Dún Laoghaire Rathdown plan for ‘10-minute neighbourhood’

Dún Laoghaire Rathdown County Council’s new County Development Plan 2022-2028 encompasses the concept of a “10 minute neighbourhood”. The move follows on from Dublin City Council’s espousal of the “15 minute city’ .

The “10 minute neighbourhood” aims “to ensure that people can walk, cycle or use public transport to access their day-to-day needs and services such as schools, shops, parks and employment” in that time, according to the council.

The concept of the 15 minute city was popularised in Paris, France by mayor Anne Hidalgo, inspired by the work of French-Colombian scientist Carlos Moreno.

Dún Laoghaire Rathdown County Council said its Development Plan includes a new land use zoning objective of “Sustainable Neighbourhood Infrastructure” which seeks “to protect, support and encourage facilities and services such as schools, healthcare and community facilities that are considered to be central to sustaining and building healthy neighbourhoods.”

The new plan comes into effect from April 21st and encompasses enough land zoned to accommodate more then 20,000 new homes.

Growth is to be in existing built-up areas, the new mixed use district of Cherrywood, the strategic employment location of Sandyford and in new residential communities at Old Connaught, Rathmichael, Woodbrook Shanganagh, Killtiernan Glenamuck and Ballyogan.

Cathaoirleach Lettie McCarthy welcomed the new plan saying it had been “strengthened by the public’s input”.
