"As a society we have yet again collectively failed people abused in residential institutions.
"People who felt in 1999 there might be meaningful closure to what they had been through are now no further down the road towards that."

"The Government should clarify whether the primary intention of the review was justice [for people who had been abused] or protecting the taxpayer"

"It undermines completely and absolutely the integrity of the Government on this issue".

"Given the fact that it is the State, and specifically the Department of Education, that is subject to investigation, what is clear is that there must now be a transparent examination of the workings of the commission and its relationship with Government."
