A sum of £10,000 was requested by the late councillor Mr Tom Hand for signing a rezoning motion but he agreed to £3,000, the tribunal was told.
Mr Frank Dunlop said he met Mr Hand (FG) at 1 p.m. on May 4th, 1992, at Dublin County Council in O'Connell Street. The signature was to accompany that of Senator Don Lydon's.
Mr Hand signed it on the counter of the reception desk. "I paid him the money, £3,000 in cash, in the lobby of the reception area," he said.
Mr John Gallagher SC, for the tribunal, asked if there was not a risk he would be observed. Mr Dunlop replied: "Not at that hour of the day."
He had met Mr Hand previously on May 1st at his home in Dundrum to elicit support for the motion. Mr Hand indicated he would support it and he would require to be paid.
"On this occasion, he wanted £10,000. I said no way," Mr Dunlop said. In the end, he accepted £3,000.
Mr Gallagher said the money was given by Mr Dunlop as a bribe for the signature and support for the motion. Was there any doubt about that? "None whatsoever," said Mr Dunlop.
Mr Gallagher asked about an entry in Mr Dunlop's diary. Beside the name of Mr Hand was a word in brackets. Mr Dunlop said the word was either "greed" or "agreed".
