A racist website which exhorts people to "Say No to a Black Ireland" is still operating more than six months after it first appeared because gardaí are powerless to shut it down.
Garda attempts to close the site were unsuccessful as it is based in the US and is protected by the first amendment of the American constitution, which guarantees freedom of speech, a spokesman said yesterday.
The National Socialists Are Us site alleges Ireland is "under attack," with "savages" stalking the land.
It includes an invitation to Irish citizens to stand in the forthcoming general election for a political party, which appears to be Limerick based, under a manifesto which includes reviewing current laws on immigration, nationality and citizenship.
It also supports calls for the granting of Irish citizenship only to people of "indigenous racial stock".
Links to the Fianna Fáil and Fine Gael websites were removed from the site last year after the parties threatened legal action. Two other racist websites aimed at Irish people have already been removed from the internet by gardaí.
Meanwhile, a report on racist incidents by a monitoring body to be published today will show an increase in the distribution of hate mail and racist e-mails to organisations working with refugees and asylum-seekers.
The incidents were reported to the Government-advisory body, the National Consultative Committee on Racism and Interculturalism (NCCRI), since last October.
Other incidents include allegations of rude and dismissive behaviour by immigration officials at Dublin airport and a report of a Nigerian voluntary health worker being abused by patients in a Dublin hospital.
In another case, relatives of a black boy who sustained burns along with a white youth, claimed he was subjected to unequal treatment by staff in the emergency department of a large Dublin hospital. The black teenager was allegedly left in a corridor while the white youth was immediately treated. Mr Philip Watt said these reports highlighted the need for training for "front-line" staff.
In a separate development, the Garda Commissioner will today announce the appointment of ethnic liaison officers in all divisions to work with groups from ethnic minorities.
